Explanation of Vote – Yes – Protection of civilians and upholding legal and humanitarian obligations

Canada voted in favour of this resolution today because of the urgent need to secure a ceasefire, the release of all hostages, and the resumption of UN-led humanitarian aid delivery in Gaza. This being said, we are very disappointed that this resolution does not condemn Hamas’ horrific terrorist attacks on October 7, 2023, and their taking of hostages—many of whom still remain in captivity.

We continue to condemn Hamas unequivocally, a listed terrorist entity in Canada, for its acts of terror and we call for the immediate and unconditional release of all remaining hostages. It is clear that Hamas must disarm and can have no role in Gaza’s future governance. All Palestinians deserve to be led by a legitimate and representative government, without the participation of a terrorist organization.

Our vote does not deviate from our unwavering support for Israel’s security. We continue to want a strong friendship with the people of Israel based on our shared ties, values and commitment to their security and future.

The humanitarian situation in Gaza is intolerable and must be addressed immediately. The scale of civilian casualties is abhorrent; the politicization of aid is unacceptable. All parties must fully comply with their obligations under international humanitarian law, including the protection of civilians. United Nations and humanitarian personnel must be protected. The parties to the conflict also have an obligation to facilitate the rapid and unimpeded passage of humanitarian aid for Palestinian civilians in need.  

 

We remain firmly committed to the two-state solution—the only viable pathway to the enduring peace and security that Israelis and Palestinians deserve.
