Bilateral relations
Canada and Romania enjoy close relations, particularly in the security domain, and are economic partners under the Canada-European Union Comprehensive Economic and Trade Agreement (CETA). Canada and Romania are both members of NATO, a wide range of UN agencies, the Organization for Security and Cooperation in Europe (OSCE), La Francophonie, and the International Holocaust Remembrance Alliance (IHRA), among others. Canada and Romania established diplomatic relations in 1967. An estimated 230,000 Canadians claim some Romanian heritage.
Canada’s political and commercial relations with Romania are managed through the Embassy of Canada in Bucharest. Romania is represented in Canada by the Embassy of Romania in Ottawa. Romania has consulates in Montreal, Toronto and Vancouver.
Canada and Romania have a number of bilateral agreements, including on foreign investment protection, double taxation avoidance, social security, extradition, nuclear cooperation, and mutual legal assistance in criminal matters. In 2024, Canada and Romania signed a joint declaration on a Canada-Romania Consolidated Partnership, enhancing areas of cooperation between our two countries.
Trade relations
Canada enjoys preferential market access in Romania due to the provisional application of CETA, which Romania ratified in 2020.
In 2024, bilateral merchandise trade totalled $1.056 billion, with Canadian merchandise exports of $415.7 million and merchandise imports of $634.9 million.
In 2024, Canadian direct investment abroad in Romania was valued at $276 million. That same year, foreign direct investment from Romania in Canada was valued at $3 million.
